Since its founding in 1991, the Multicultural Clinical Center has been grounded in a shared mission: to deliver quality cross-cultural clinical care to diverse populations. Founder Rebecca Keegan was joined by clinicians and administrators who recognized the importance of culture in treatment and shared her vision. Together, they cultivated MCC into a trusted leader in behavioral and developmental health.

Early in MCC’s history, we noticed that despite access to outpatient services, many children in our community were still being institutionalized—in hospitals, residential facilities, or detention centers. This was a concern of government agencies and private facilities.
In response, we researched services throughout the country to include Family Preservation Home-Based Service, which provided helpful case management support (such as parenting education and transportation). However, we recognized that families facing serious mental health, developmental, or substance use challenges needed a more intense clinical intervention.
This led to the creation of our Psychosocial-Cultural Home-Based Counseling Program in 1993. This program was designed to bring therapeutic services directly into the family’s home for at risk children and their families.This model identifies the factors that contribute to the child presenting problems as well as the parental capacity and the environmental factors of the child/family.
Once the program was known to the community and proven effective, we were invited to present in government agencies including informal collaboration with Virginia’s Department of Behavioral Health and Developmental Services (DBHDS). We’re proud to have influenced similar services across the region.
Multiculturalism in a general sense is the recognition of peoples individual traits that makes us unique individuals of a particular community/society.
In a clinical context, it is even more essential. For us at MCC, multiculturalism means fostering inclusion and understanding in every facet of care. It’s about tailoring treatment to each individual’s cultural and psychosocial context—because effective treatment must resonate with the client’s lived experience.
To meet the evolving needs of our diverse populations, MCC expanded its services to include Diagnostic Evaluation and Assessment Services, as well as Substance Use and Anger Management programs. Most recently, in 2012, MCC launched the ABA program, designed to support children on the autism spectrum, those with attention deficit disorders, and individuals with other developmental or intellectual conditions.
This expansion reflects our ongoing commitment to delivering qualified, culturally responsive care across a wide range of behavioral and developmental needs.
Diagnostic Evaluations and Assessment Services:
Clinical evaluations using evidence-based methods and standardized tools. These assessments clarify emotional, cognitive, and behavioral needs, ensuring accurate diagnoses and practical recommendations that guide treatment and support families in clinical, educational, and legal settings.
Outpatient Therapy:
Includes individual, family, parent–child, couples, and group therapy, tailored to support emotional regulation, relational healing, and personal growth.
Intensive In-Home Services:
Clinically intensive, home-based support designed to stabilize families and prevent out-of-home placements.
Substance Abuse Progam:
Our treatment model is rooted in Cognitive Behavioral Therapy (CBT), a proven method for treating substance use by targeting thoughts and behaviors.
Anger Management Program:
Certified professionals use evidence-based methods like CBT and Motivational Interviewing to help adults manage anger effectively in a supportive, culturally responsive environment.
Applied Behavior Analysis (ABA):
Targeted intervention for individuals with Autism Spectrum Disorder, ADHD and other developmental or intellectual disabilities, focused on building communication, social, and adaptive skills.
